Voluntary medical insurance for foreign citizens (VMI)
Starting from January 01, 2015 the Law on compulsory medical insurance for foreign citizens and the family members staying in the Russian Federation entered into force. The new rules require foreign nationals to obtain the voluntary medical insurance policy for registration of a patent or work permit. The validity period of medical insurance policy VMI should not be less than the period of validity of the patent or work permit.
Why do you need a policy?
- To apply for a patent or a work permit
- To provide documents to the University or school
- To compensate for the treatment costs within the sum insured
How to make a policy?
- Choose a proper insurance Program from the existing ones below
- Send a request by e-mail: expat@lexgarant.ru with the name of the Program
- Your phone number and the scanned/photos of the following documents should be attached to the email letter:
- Passport
- Translation of passport (if available)
- Russian visa (if available)
- Migration card
- Registration form (both sides)
- If the Policyholder is a Legal entity, the requisites of a company should be mentioned.

- Insurance policies comply with the requirements of Instructions of Bank of Russia from September 13, 2015 No. 3793-"About the minimum (standard) requirements to conditions and procedure for implementation of medical insurance in terms of voluntary medical insurance for foreign citizens and individuals without citizenship located on the territory of the Russian Federation with a view to their implementation of employment ".
- ! Please note that the policies issued under the «EXPAT GREEN» and «UNIVER GREEN» insurance programs meet the requirements of Consulates and visa centers (the insurance amount must be at least 30,000 c.u) and can be provided for obtaining an entry visa to Russia.
- Starting from May 01, 2016 both the absence of voluntary medical insurance policy for foreign citizens and a policy with insurance amount less than 100 000 rubles, are considered an administrative offence (a fine of up to 7,000 rubles). According to article 18.8 of the administrative code: If a foreign citizen for 1 year will have 2 or more administrative offenses, he can put a ban on entering Russia for a period of 3 to 10 years.
- The employer - legal entity may issue a supplementary health insurance for his employee and to pay by bank transfer. Buying supplementary health insurance for foreign employees, including HQs (highly qualified employees), will allow you to receive tax benefits. Health insurance is one of the most important documents. Employers do not have the right to hire employees who do not have health insurance.
MEMO FOR THE INSURED upon occurrence of the insurance event
Upon occurrence of the insurance case the Insured holding the VMI insurance policy gets medical assistance in medical institutions-partners of the LEXGARANT Insurance Company.
The Insured can visit a medical institution only with a note (guarantee letter) from the LEXGARANT Insurance Company.
Please pay your attention: there are certain exceptions in VMI programs. For example, some diseases: diabetes, infertility, chronic diseases without exacerbation, oncological diseases, constellation of birth defects, hereditary or genetic illnesses, HIV, coronavirus infection, etc.

In case of life-threatening health conditions:
immediately call for the ambulance dialing the phones “03”, “103” or “112”.
To get a medical assistance, arrange a doctor appointment or to make a check-up for a health certificate:
Send an email to dms@lexgarant.ru mentioning your VMI policy number, detailed description of your request/problem and telephone number.
Before the appointment:
Make sure you have with you:
- - passport / ID;
- - VMI policy.
Should arrive to the medical institution 15 minutes before the scheduled time to fill out a medical file.
After the appointment:
If the doctor at the appointment has prescribed you examinations, procedures, tests, manipulations, send a request to dms@lexgarant.ru to clarify which of the prescribed is included in your VMI Program.
